Community Transformation Technology (CTT)


Description: Personnel and business technology enables present Acquisition and Logistics performance. Our future will mirror the past, more performance with less resources. Exceptional personnel, smart technology, shared knowledge and experience resources providing flexible on-demand processes that enable future Full-Spectrum Operations (FSO) strategic lifecycle acquisition and global logistics excellence. Ops-AIA, Web-SOA, and community technologies will maximize global and local services with reduce resource costs. The ultimate apt and agile organization, our personnel enabled by domestic and international Community Transformation Technology (CTT) customized and resourced for each mission on-demand.


Objectives: (1) Maintain mission operations and joint logistics systems focus as dynamic scenarios affect preparations, and functional life cycle strategy and technology advances. Ceaselessly evaluate and utilize currently available innovative technology, services, and social solutions for pragmatic enhancements and incremental transformation of the enterprise structure and community. (2) Leverage NetCentric/Virtualization, Web-SOA, commercial market fulfillment services, and Biz-AIA technology for progressive development of enhanced mission planning and support applications that augment human decision processes and organization/mission governance with retained and shared collective community knowledge/experience and best practices, which allow learning/applying strategic and local acquisition excellence processes quickly and globally. (3) Build a collaborative community campus with Virtual Collaborative Environment (VCE) global services, which are free of social/status barriers that would disrupt/impede evolution of the community common good (Mission success, cross-functional awareness and collaboration, knowledge and experience continuity, elevate competitive excellence, professional curiosity, synergy, and sharing of data, content, ideas.... synergistic innovation that Recruit, Recognize, Reward, Retain, and Train (R4T) individuals for organic community value.


Strategies: Maximize use of currently available technology (COTS/Open...) across the Community Campus


7(a) (1) Use currently proven cutting-edge data/content analysis tools to develop “Open” sharable Web-SOA based decision augmentation services.

  • Surreptitious Business Intelligence Agents (BInA) solicit, discover, document, retain, and apply current or prior functionally proven community processes, which aid, audit, and adapt successful mission logistics planning with the real value of experience and knowledge continuity.

  • Collect event/percept sequences, ideal/flawed actions, project audit and mapping success/failure data for immediate analysis with pertinent aggregation and automated heuristic Business Process Modeling (BPM), which sustains the astatic, apt, and agile community within asymmetric operational environments, while confronting global asymptomatic adversaries and natural events.

  • Optimize organization relationships with active definition and redefinition of Mission factors and Domain/Steward essentials for adaptive rapid Business Process Improvement (BPI) that address transient mission/situational requirements.

7(a) (2) Community of Excellence (CoE) designs CTT for best value, builds for community performance and acceptance, and then evaluates local technology innovation insertions. CoE provides perpetual CTT five year projections of non-disruptive predictable technology insertions, which enable and sustain apt and agile campus communities and cross-functional personnel performance advantages.

7(a) (3) CoE Science/Technology scouts R&D/Labs RDECOM, DARPA, academia, industry... constantly for the best developing prescient (10 year) technologies for sustaining the CoE evolution, evaluations, and successful sharing of stable innovations with others.

7(b) Maximize logistics and collaboration technology standards ( ISO, OASIS, W3C... DoDAF, DISR, KIP... UID/RFID) use. Build adaptive and apt Mission and Warriors' fulfillment profiles, strategic industrial base capabilities, applications, and services. Knowledge management for on-demand relevant and trim Joint Logistics Support packages for logistics bases, deployments, depots, and systems life cycle requirements. Develop services and applications that will adjudicate right-size logistics requirements for missions, units, and systems. Create BInA and applications for simulation modeling of system logistics, changed resource funding, unique requirements, and life cycle Total Cost of Ownership (TCO) projections.

7(c) Make the "Open" Community Campus that will enfranchise cognizant, diverse, and divergent Government and Military, industry and academia, and partners. Technology will provide a real and virtual 24/7 responsive community campus that obtains rapid consensus, builds best-fit innovations and systems, and stealthily documents business intelligence and essentials, then vets best tacit and implicit/explicit practices, experiences, and performance for community transformation, evolution, and cross-functional personnel and mission agility.

7(c) (1) Develop in conjunction with our collaborative Community Campus a formal official/SIF and a public/alias informal virtual collaborative space [AKA: MMO - Massively Multiplayer Online environments]. Incorporate Virtual Collaborative Environments and/or Avatar Populated Environment Services (VCE/APES) for collaborative learning/support services that provide tactical units with joint operations support, perceptive options, and intuitive administration of strategic resources, while auditing and retaining previous and unique requirements, implementations, applications, virtual conferences, informal meetings and seminars... as lessons learned.

7(c) (2) BInA discovery of nexus SMEs skills

  • Extensive understanding of mission or project requirements (engineering, development, weapon, technology...)

  • Germane, inclusive practical application, experience

  • Strong community collaboration, project schedules, and cost management skills,

  • Detects obscure tacit/implicit knowledge and applies explicit experience,

  • Designs atypical synergistic processes, relationships, and solutions.

7(c) (3) Use impartial/automated BInA validation of entity (person/company) performance significance, origin of products and contributions, and skill proficiency discovery for critical mission planning, assignments, operations, and realignments.
