Steven D. Shirley is Executive Director, DoD Cyber Crime Center (DC3), Linthicum, Md. The DC3 is a DoD center of excellence and national cyber center which operates under the executive agency of the Secretary of the Air Force. DC3’s areas of expertise include digital/multimedia forensics, cyber investigative training, and cyber analytics. In the latter regard, DC3 is the operational hub for a voluntary threat sharing partnership as part of DoD’s cyber security activities with the defense industrial base. DC3 is also designated as the single repository for mandatory reporting of cyber incidents by ~100K defense contractors. In 2005, Shirley was a principal participant in discussions with security officials of defense contractors which helped lead to a Deputy Secretary of Defense decision in 2007 to create a DoD-DIB public-private sharing model to exchange cyber threat data. He was also deeply involved in the concept and structuring of what eventually became the National Cyber Investigative Joint Task Force. He served in the Air Force where he commanded counterintelligence, antiterrorism and investigative operations at every level of the Air Force. In September 2015 Shirley was recognized by the University of Maryland, University College with their 2015 biennial “Cybersecurity Leadership Award.” In 2010, Security Magazine listed him as among its “Most Influential People in Security.”
