Jay Biddulph

Jay Biddulph currently serves as the Acting Director of the Strategy, Planning, and Budget Office for the Department of State’s Bureau of Diplomatic Technology.
Jay brings over 23 years of experience with the Department and over 30 years in the IT industry. As a Foreign Service Diplomatic Technology Officer, Jay managed IT operations in Mogadishu, Somalia; the Global Financial Center in Bangkok, Thailand; Madrid, Spain; Abidjan, Cote d’Ivoire; USNATO Belgium, and Lagos, Nigeria. Domestically, Jay worked in the Office of Inspector General as a Senior IT inspector; the Bureau of European Affairs/International Organizations Executive Office supporting overseas IT initiatives; and the Secretary of State’s Executive Secretariat supporting the Secretary’s communications needs when traveling. Jay has defined his career through process improvement, customer satisfaction, and finding efficiencies through technology.
Jay holds a Master of Science in Information Systems from the University of Washington’s Fosters School of Business and a B.A. in International Relations from Brigham Young University. Jay holds several IT industry certifications, including Certified Information Systems Security Professional and Certified Cloud Security Professional.
