Jay Ribeiro

Jay Ribeiro is a member of the Senior Executive Service (SES) and he is the Associate Chief Information Officer (ACIO) for Cybersecurity and Information Protection and Chief Information Security Officer (CISO) for DOT. In this role, Jay oversees the cybersecurity and information protection programs at DOT, including DOT’s programs regarding the Privacy Act, Federal Records Act, and Paperwork Reduction Act. Jay places operational and strategic emphasis on protecting DOT’s information systems and assets, developing new cybersecurity services and capabilities, and overseeing policy and compliance activities that will mature DOT’s cybersecurity and privacy risk management capabilities. Jay also serves as a senior advisor to the Chief Information Officer (CIO) and other senior leadership on cybersecurity strategy and policy.

Before joining DOT, Jay served as the CISO for the U.S. Department of Justice’s Bureau of Alcohol, Tobacco, Firearms and Explosives, where he was responsible for leading the Office of Cybersecurity. Jay also served as CISO of the U.S. Federal Election Commission (FEC) during the 2016 U.S. presidential election, where he implemented the FEC’s first security operations center, improving its cybersecurity capabilities.

Jay has held various information security leadership positions at Deloitte and the U.S. Department of State, the Department of the Airforce, and the Department of Defense. Jay honorably served 13-plus years in the U.S. Army and U.S. Air Force. Jay holds a Doctorate degree in Information Technology, specializing in Cybersecurity from Capella University, Masters degree in Management of Information Systems from the University of Illinois, and a Bachelor’s degree in Computer Science from Illinois State University. Jay also holds multiple industry certifications: Project Management Professional (PMP) issued by the Project Management Institute, Certified Information System Security Professional (CISSP) issued by ISC2, Certified Information Security Manager (CISM) issued by ISACA, and AWS Security Specialty issued by Amazon Web Services. Jay is a recipient of the Harvard Kennedy School (HKS) Certificate for completing the Intersection of Policy and Technology curriculum.
