Due to a successful challenge in court, the General Services Administration (GSA) has rescinded all awards on the $15 billion Alliant 2 Small Business governmentwide acquisition contract (GWAC), the agency announced yesterday.
The Alliant 2 GWAC, which provides IT services from 80 small businesses, was challenged by Citizant, an IT services provider who was not included on the contract.
GSA awarded contracts based on a points system, and Citizant claimed that GSA had improperly awarded points to multiple vendors, preventing Citizant from being awarded a place on the contract. While the Government Accountability Office dismissed Citizant’s initial protest, the company took its case to the Court of Federal Claims, where the court ruled in favor of Citizant.
“Proposal evaluation will continue and a new source selection decision is expected at a point to be determined,” GSA stated.
GSA did not state how it will reevaluate proposals, and did not provide a timeline for new awards on the contract.
