“Al Bowden is a member of the Senior Executive Service and assumed the position of Deputy Chief Information Officer (DCIO) for Cyber Operations (formerly Information Assurance) in June 2016. He also served as the Department’s Chief Information Security Officer (CISO) from June 2016 to November 2020. As the DCIO for Cyber Operations, he is responsible for the operational implementation of the Federal Information Security Management Act (FISMA) and for executing the programs that ensure information assets and technologies are adequately protected. Through collaboration with Department bureaus, partner agencies, and regulatory bodies, the DCIO of Cyber Operations ensures the implementation of a comprehensive, compliant, and effective Cybersecurity Program that enables secure system innovation, development, and delivery of Department data, IT services, and capabilities in support of the Department’s global mission.
Al has over 30 years of experience managing worldwide Information Technology (IT) networks, operations, programs, and projects for corporate, military, and government entities. In his previous role as the Director of the Enterprise Network Management (ENM) Office, he managed the Department’s Enterprise Bandwidth Management investment portfolio which established, operated, and maintained network communications for 300 sites around the world, including embassies, consulates, annexes, and missions to international organizations.
Prior to joining the federal government, Mr. Bowden was Senior Systems Delivery Manager for Management Technology, supervising the assembly, integration, and testing of specialized information technology systems. In addition, Mr. Bowden is a proud veteran of the armed forces, with service in the United States Army including service in theaters of conflict including Operation Desert Storm.”
