Johan Bos-Beijer

Mr. Bos-Beijer brings to his current position in the Office of the Associate Administrator decades of senior and executive management experience in the public and private sectors. His management career started at a higher education institution in the area of compliance auditing working with the Veterans Administration on GI Bill cases. His subsequent management work has involved program integrity and lifecycle management, technical operations, client services, finance and fiscal operations, donor relations, data warehousing and complex analytics, identity and access management, change control, data management, and audit resolution. Before joining the federal government, he served at executive and senior management levels in Academia, Financial Aid, Financial Management, and Vice President of Operations for a large law practice as well as Vice President for loan management and recovery servicing. He was a principal contributing author of the US Department of Education Audit Guide and initiated the first Integrated Project Teams and Change Control processes at the agency. Mr. Bos-Beijer conceived and authored the 2007 identity and access management framework (ICAM) for the Department of Education which shaped the federal FICAM framework. His work enabled ED to deploy the first significant government data warehousing initiative and successful analytics effort for program audits and reviews in 1999/2000. Under his leadership portals were deployed, systems integrated and interoperability between the multibillion dollar portfolios held in the Debt Management and Collection System (DMCS) and National Student Loan Data System (NSLDS) achieved. In the public sector he has held such key positions as Director of Change Control, Chief of Staff, Deputy General Manager for Financial Partners, Special Advisor to the Deputy Secretary, and was the first eCommerce Director at ED. Mr. Bos-Beijer initiated the first managed security services provider (MSSP) concept for the agency and served as the principal Director for the Business Continuity (BCP/COOP) and Identity Management Programs. His work has been recognized in Special Act awards from multiple OIGs, federal and state agencies, as well as special recognition from the Office of the Secretary at ED, and for his teams throughout his career. He is currently serving as senior advisor to many agencies in their efforts to stand up or enhance analytics programs to combat fraud, waste and abuse. He served as Senior Advisor to Executives in establishing the core analytics and data management foundation for the Improper Payments Elimination and Recovery Act and Do Not Pay Program. He was the first Bursar at Brandeis University and enabled significant technology implementation to support the institution. Mr. Bos-Beijer is the recipient of a unique special recognition award for his counseling and guidance to thousands of veterans representing deployments in multiple conflicts as they reentered civilian life.

Since being recruited to join GSA he has served as Director of Business Operations and Analytics for the new quarter billion dollar Common Acquisition Platform program which he co-conceived and authored. His other positions included Director of Strategic Solutions and Senior Advisor overseeing the successful design and migration of the dotGOV domain management program to a direct order service, as well as the achievement of a milestone of over $1 billion in federal cost avoidance through the SmartBUY program. He created a repeatable acquisition strategy for data center services in 2010. Mr. Bos-Beijer authored and designed the Analytics as a Service (AaaS) model in 2009 based on the extensive research he conducted in the late 1990s through 2008. He is often consulted as an experienced analytics practitioner as advisor to various public agencies in the civilian and defense sectors in maturing or initiating their programs. He completed a special one year (2010/2011) executive senior advisory assignment at the request of the HHS OIG which included the successful development of the consolidated data analysis center (CDAC), predictive analytics framework, HSPD12, and program management. His recent accomplishments included overseeing enterprise commodity program management in the Office of the Assistant Commissioner across multi-billion dollar portfolios at GSA. Mr. Bos-Beijer authored the federal marketplace strategy and business services platform concepts. He has been a founding and contributing member, as well as speaker, for major organizations that encompass policy, audit, technology, analysis, and operations, as well as public access including the National Association of College and University Business Officers, National Association of Student Financial Aid Administrators, National Council of Higher Education Loan Programs, Education Finance Council, Postsecondary Electronic Standards Council, Architecture Plus Government IT Forum, Government Web Development Forum, National Association of Credit Managers, InCommon, Healthcare Associations, Digital Government Institute, Student Information Systems Users Group, American Law Institute, Coalition of Higher Education Assistance Organizations, and the CyberLaw Resource Network. Mr. Bos-Beijer recently served as a judge for the ISC2/Government Information Security Leadership Awards (GISLA) and is an ATARC 2015 Data Innovation Award winner. He is the government Chairman of the ACT-IAC Emerging Technology Community of Interest and Analytics & Big Data Committee. Mr. Bos-Beijer is the Chairman of the Steering Committee for the Interagency Fraud and Risk Data Mining Group. He is one of the founding principal contributors to the Virginia Commonwealth Advanced Data Analytics Alliance (CADAA) Center of Excellence. Mr. Bos-Beijer works extensively with institutions of higher education to provide awareness and engagement in federal opportunities as well as contribute to cross discipline programs and projects.
