John Skudlarek

John P. Skudlarek joined the Federal Communications Commission as Deputy Chief Information Officer in May, 2014. Mr. Skudlarek works closely with the FCC CIO to execute FCC IT Transformation that fosters innovation, transforms business processes, speeds delivery, reduces costs, and improves security. John directs capital planning, budget, and acquisition activities; leads stakeholder outreach; establishes and oversees IT governance; and coordinates FCC information technology plans. Mr. Skudlarek served as Acting FCC CIO in 2015 and 2016. In June 2016, John was awarded the FCC’s Catherine Forster Public Service Award.
Mr. Skudlarek was Deputy CIO at the National Telecommunications and Information Administration, United States Department of Commerce, from 2012 to 2014. He oversaw IT budget planning and execution, enterprise planning, governance, acquisition, and information assurance activities. John was instrumental in improving NTIA’s IT information security posture and was awarded the Department of Commerce Bronze Medal for Superior Federal Service in December, 2013.
Mr. Skudlarek served as IT Portfolio Manager for the United States Pension Benefit Guaranty Corporation from 2010 to 2012. He directed PBGC IT Capital Planning and Portfolio Management activities for over $100 million in IT investments and served as Chair of the Agency’s IT Investment Review Board. During 2009, Mr. Skudlarek served as a Senior Enterprise Architect supporting the DoD Chief Information Officer’s Enterprise Architecture and Standards Directorate. He played a key role in standing up the CIO’s DoD-wide Architecture and Standards Review Group, developed and coordinated DoD policy on Enterprise Architecture implementation, and authored Departmental performance objectives as a member of the CIO’s strategic planning working group.
From 2006 until 2008, Mr. Skudlarek was Chief Information Officer of the Defense Security Service, United States Department of Defense. John provided enterprise IT capabilities to 120,000 government and industry security professionals supporting over four million cleared individuals and 12,500 cleared contractor facilities, and provided the full range of information technology services to DSS employees at over 70 locations nation-wide. He oversaw development and operations of the Joint Personnel Adjudication System (JPAS) and Industrial Security Facilities Database, and co-chaired the DoD-wide JPAS Executive Steering Committee.
Prior to beginning his civilian career, Mr. Skudlarek served in the U.S. Army, retiring as a lieutenant colonel. He served both as an Infantry officer and as a member of the Military Intelligence corps. John has over ten years overseas experience serving in Europe and Asia, and speaks fluent French and German. His military awards and decorations include the Legion of Merit, Defense Meritorious Service Medal, Army Commendation Medal, Office of the Secretary of Defense Identification Badge, Expert Infantry Badge and French Brevet Technique.
John P. Skudlarek is a 1983 graduate of the Georgetown University School of Foreign Service. He earned a Master of Science in Strategic Intelligence degree from the Defense Intelligence College, Washington, DC in 1987 and a Master of Science in Information Management degree from Syracuse University in 2005. John was awarded an Executive Certificate in Public Leadership in 2017 from the Harvard Kennedy School. He is a Certified Information System Security Professional (CISSP) and Certified Authorization Professional (CAP).
Mr. Skudlarek served previously as Vice-Chair of the Fairfax County, Virginia, IT Policy Advisory Committee, Vice-President for Education of the AFCEA’s Northern Virginia Chapter, and as President of the Mount Vernon Civic Association. John received the AFCEA International Meritorious Service Award in 2014. In 2015, he was the recipient of a Cloud Innovation award from the Advanced Technology Academic Research Center and a team award for Leadership in Cloud Computing from the Association for Federal Information Resources Management.
