Under Melvin’s dynamic leadership, OPM’s Office of the Chief Information Officer (OCIO) has ushered in an era of profound change. Melvin’s strategic vision has steered the establishment of an organizational change management strategy rooted in OCIO’s Customer First guiding principle. Melvin assumed his role as OPM’s DCIO in October 2021, embarking on a new chapter in a distinguished career marked by a succession of high-impact leadership roles. Before his tenure at OPM, he served as the Director of the Enterprise Business Management Office within the Office of the Chief Information Officer (OCIO) at the Small Business Administration (SBA). His journey through the Federal government landscape has seen him occupy multiple pivotal leadership positions at the Department of Homeland Security (DHS), and he began his technology career as an IT Program Manager at the Federal Aviation Administration (FAA).
In addition to his Federal service, Melvin holds leadership positions with influential organizations like the American Council for Technology (ACT), Industry Advisory Council (IAC), and Advanced Technology Academic Research Center (ATARC). His academic achievements are equally impressive, as he holds a Master of Science degree in social and organizational learning from George Mason University, coupled with a Bachelor of Science degree in business administration from Strayer University. Melvin’s dedication to knowledge transfer is evident through his 14-year tenure as an adjunct professor with the University of Phoenix, where he imparted his wisdom to graduate and undergraduate students in the field of business management.
Notably, Melvin is a United States Marine Corps veteran, proudly serving from 1984 to 1991.
