Richard (Rick) Jack is SSC PAC’s Distinguished C4ISR Software Engineer. As a Senior Scientist, Rick oversees the execution of the Navy’s Digital Transformation efforts in Information Warfare. As a modern software engineering evangelist, he provides guidance on DevSecOps, Agile Adoption, Modern software architectures, Faster Security Authorizations, and transforming Navy programs to deliver faster capability to theatre and backend systems. He holds a M.S. degree in Systems Engineering from the Naval Postgraduate School, a B.S. in Computer Science, and he is certified DAWIA Level III in ENG (SPRDE-SE). He has been recognized by Navy leadership as a recipient of the Wayne E. Meyer award for Excellence in System Engineering from the NPS. Rick developed innovative transformation strategy to convert the agency’s digital information systems and launched an award winning, Cloud Service, scaled to accommodate the naval research and development establishment and was awarded the Federal 100 award for those in government who are transforming government and its ability to deliver on critical missions.
He has over 30 years of hands-on experience in C4ISR systems and software applications. Rick started his career as a Navy Data Systems Technician. Following his time on active duty, he provided critical Fleet engineering and Fleet Advisor to Strike and Group Staffs for multiple shipboard systems, including NTDS, Link-11/16 and SATCOM terminals, and various C4ISR systems.
Today, Rick is the leading NAWAR Infrastructure Pillar Lead for Project Overmatch. Our responsibility is to deliver the Navy’s Joint all Domain Command and Control initiative via the “Naval Operational Architecture” to link ships to Army and Air Force, and coalition assets. Charged to enable capability delivery with modern software engineering practices (DevSecOps), and resilient enterprise platforms to meet pace of warfighting needs.
