Rory Kinney

Rory S. Kinney is the Services Executive for the Defense Information Systems Agency (DISA). He owns the Cloud, Compute and Storage portfolio for the Agency, operates all DISA Ecosystem data centers, and provides Department of Defense Enterprise Services to 4.5M Mission Partners. Additionally, he operates and maintains the global DISA internal network for 16K users.
Prior to assuming his current position, Mr. Kinney served as the Acting Principal Director for the Department of Defense (DoD) Deputy Chief Information Officer Information Enterprise (DCIO-IE). Mr. Kinney has extensive experience in architecting, engineering, implementing, and operations communications and Information Technology (IT) systems within the Office of the Secretary of Defense, the United States Air Force, and the Joint Combatant Commands.
Previously, Mr. Kinney served as the Department of Defense Director for Architecture and Engineering within DCIO-IE. In that role, he was responsible for enterprise architecture policy and guidance, the development of enterprise-wide architectures for the Department’s IT infrastructure and the oversight of initiatives to optimize investments in that infrastructure. Mr. Kinney provided technical expertise and leadership to support the design and implementation of the Joint Information Environment and the Mission Partner Environment Information System (MPE-IS). In addition, he was responsible for information-sharing policies and technologies supporting DoD, interagency and coalition-sharing and DoD-wide technical IT specifications and standards.
Mr. Kinney was commissioned through the Reserve Officer Training Corps at Angelo State University, San Angelo, Texas. He holds a Bachelor’s degree in Chemistry and a Master’s degree in Education from the College of William and Mary, Williamsburg, VA. He served 28 years in the United States Air Force in a variety of IT leadership, command, and staff positions where he earned numerous military awards, decorations, and honors. He joined the federal Government in 2007.
