Shon Lyublanovits

Shon Lyublanovits is the IT Security Category Manager and Director of the Security Services Division for the Office of Integrated Technology Services (ITS) in GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITS provides access to a wide range of commercial and custom IT products, services and solutions.
With over 15 years of expertise in the security and information assurance fields, she successfully created a “security center of excellence”. The center addresses the challenges of infusing cybersecurity into contract acquisitions, developing a program to handle issues such as supply chain risk management, and ensuring that FAS IT products and services align with federal security standards and mandates. In addition, she oversaw the software and security Hallway launch in the Common Application Platform, a new approach integrating category management.
In her recent role as Acting Director for the Center for Strategic Solutions and Security Services she managed three major GSA programs: the Homeland Security Presidential Directive 12 (HSPD12) USAccess Program, the Security Services Division including the Federal Public Key Management Authority, and the Software Center of Excellence (formerly known as SmartBUY). Her work on the HSPD12/USAccess program included a successful launch of distributed printing capabilities for credentials, which provides substantial time and cost savings for agencies utilizing the program. She also led the creation of the Software Center of Excellence with a focus on bringing new innovative solutions to agencies continuing the tradition of combined annual savings of up to $777M for agencies using the program’s BPAs.
Currently, Ms. Lyublanovits is leading several work efforts in support of the OMB Cybersprint and Cybersecurity National Action Plan.
Prior to joining GSA, Ms. Lyublanovits served in several security leadership roles, such as the in Agency Information Security Officer, within the Department of Labor’s Employment Standards Administration; the Information Assurance Program Manager for the Army’s Criminal Investigative Division
Ms. Lyublanovits’ also held a leadership role at the Defense Logistics Fort Belvoir Information Operations Division, where she had oversight and responsibility of managing wireless security, technical evaluations of major information systems for certification and accreditation as well as oversight of all DLA-J6 forensics analyses for management-initiated and various computer security incidents in coordination with the DLA CERT, FBI, NSA and DCIS. Ms. Lyublanovits holds a Global Information Assurance Certification in Security Leadership through the SANS Institute and graduate certificates in Information Systems/Information Technology Project Management, Applied Project Management, Six Sigma and Organizational Leadership from Villanova University.
