Ms. Smith serves as the Director of Budget and Finance for the International Trade Administration (ITA) at the U.S. Department of Commerce, overseeing the agency’s $610 million annual budget, including $61 million in technology investments managed through Technology Business Management (TBM) principles. She leads financial operations, strategic resource allocation, and cross-functional collaboration to align ITA’s fiscal priorities with its mission to promote U.S. global trade competitiveness.

A seasoned leader with over 20 years of federal financial expertise, Ms. Smith recently concluded a 15-month tenure as ITA’s Acting Chief Financial Officer, where she strengthened fiscal accountability and streamlined reporting processes. Previously, she directed department-wide financial reporting and policy modernization as the Director of Financial Reporting and Policy for the Department of Commerce, enhancing transparency and compliance across bureaus.

Ms. Smith holds a dual Bachelor of Science in Accounting and Biology (pre-med) from Delaware State College and a Master of Business Administration with a concentration in Accounting and Finance from the University of the District of Columbia. She is a graduate of the National Defense University’s CFO Academy Strategic Leadership Program and is a certified Technology Business Management Executive, leveraging TBM frameworks to optimize IT spend and demonstrate business value.

Based in the Washington, D.C. metropolitan area, Ms. Smith balances her professional commitments with family life, supporting her husband and two teenage sons in their athletic and social pursuits. An avid traveler, she enjoys exploring new destinations and dedicating downtime to family experiences.
