The Department of Housing and Urban Development (HUD) is looking to replace its existing Enterprise Talent Management System and implement a cloud-based application to meet the department’s needs, according to a solicitation released November 15. The solicitation is open until December 9.

HUD aims to connect the new system with its payroll provider, the Office of Personnel Management, and its IT infrastructure with a new application in a FedRAMP-certified environment.

“The cloud-based hosting solution will provide the best value to the Government while at the same time allowing HUD the flexibility to meet current and future requirements,” the solicitation states.

Replacing the existing system will require multiple forms of contractor support, including project management, system implementation, development modernization, and training support. The solicitation also requires vendors to use HUD’s agile methodology, pushing for quick delivery of capabilities.

HUD’s vision is to “obtain a talent management system that will assist in strategically managing HUD’s workforce and help continuously develop their skills and capabilities,” the department notes in the solicitation.
