The Department of Defense (DoD) is seeking a real-time open source intelligence tool for gathering software licenses and with access to a minimum of 50 million unique websites.

In a solicitation, DoD focuses on Twitter as one of these unique sites for which a vendor must be able to ingest open source intelligence, encompassing graphics, different languages, and identification of bots versus real authors. Further, the vendor for this software must be a vetted Official Twitter Partner, provide the entire Twitter historical archive for analysis, and provide alerts to DoD through both the platform and email messaging.

The list of characteristics and program abilities the vendor must meet include:

  • Ability to ingest near-real-time social media feeds from Twitter and other platforms;
  • Ability to simultaneously search that data for customized Boolean data sets;
  • Ability to analyze ingested data and present intelligence graphically in various formats – like geospatial maps and over time horizons;
  • Ability to compute and highlight trend analysis based on data sets and perform sentiment analysis of the data sets based on shifting online attitudes;
  • Ability to distinguish between real authors and bots pushing disinformation;
  • Ability to identify public reactions and significant events as they spike on social media;
  • Ability to analyze all parts of online articles, search for keywords, and export that analysis into comma-separated values for use in Excel;
  • Ability to alert the government of situations that warrant immediate attention; and
  • Ability to ingest and interpret data of most major languages.
