The Treasury Department’s announcement today of a new round of economic sanctions on Russian businesses and individuals includes notable numbers of new sanctions falling on companies operating in the Russian tech sector.

The fresh sanctions from the Treasury Department, along with those announced separately by the State Department and Commerce Department, mark “Russia’s two years of unprovoked and unlawful full-scale war against Ukraine” and come “in response to the death of opposition politician and anticorruption activist Aleksey Navalny,” Treasury said.

The sanctions were enacted under an executive order signed by President Biden in 2021 that blocks Russian Federation property, and a previous order blocking property related to terrorism.

Treasury said the new sanctions issued by its Office of Foreign Assets Control impact nearly 300 entities and people. In total, sanctions announced by the three agencies target more than 500 entities and individuals and include export control restrictions.

The sanctions announced by Treasury cover a range of industries in Russia including the financial sector, but many appear related to weapons production, particularly in the area of unmanned aerial vehicles.

In the tech sector, Treasury said it sanctioned the following companies “for operating or having operated in the technology sector of the Russian Federation economy”:

  • 3data, which operates a network of premium data centers, and its clients include companies in Russia’s manufacturing and construction industries.
  • Ai Teko Inzhiniring, which designs and constructs IT infrastructure, conducts IT consulting, and develops software.
  • Hash Maker Limited Liability Company (Hash Maker), which creates and implements programs for electronic computers, databases, and information systems.
  • ICL Electronics Limited Liability Company (ICL Electronics) and ICL Techno Limited Liability Company (ICL Techno), which are important players in Russia’s computer hardware and software industries.
  • Infotech Balakovo Limited Liability Company (Infotech Balakovo), which is involved in data processing activities, provision of information hosting services, and computer software development.
  • Limited Liability Company Inferit, which manufactures computer equipment and infrastructure software for Russian business and government customers.
  • Limited Liability Company Safedata, which conducts data processing and hosting activities.
  • LLC Security Code, a developer of software and hardware used for information security systems.
  • Miran LLC, which designs, constructs, and operates data centers.
  • MP Limited Liability Company (MP LLC), which sells, repairs, and maintains software and hardware systems and computer and IT infrastructure equipment.
  • NPO Computer, which develops software products and supports IT solutions for Russian enterprises.
  • O2 Klaud, which operates a data center and provides infrastructure security and network products.
  • Red Soft, which is involved in the development of information management systems, software, and IT solutions and services.
  • Sirokko Tekhnolodzhi, which conducts data processing, hosting, and related activities and conducts computer consultancy, computer programming, and other IT and computer service activities.
  • Stack Telecom Ltd, which operates data centers and provides IT services to large Russian commercial entities and government agencies.
  • T1 Holding, which provides a full range of IT services for the implementation of high-tech projects.
  • TrustInfo, which operates one of Russia’s largest data centers and has completed projects for Russian state institutions and industrial enterprises.
