The General Services Administration (GSA) is seeking input from the private sector about supply chain risk illumination tools that will help mitigate supply chain risks, according to a request for quotes posted by the agency on Oct. 27.

The Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) Blanket Purchase Agreement (BPA) will establish a ten-year contract with two five-year options and an estimated value of more than $900 million.

All interested parties will have until Dec. 31 to submit an offer.

“The SCRIPTS BPA is a new requirement in support of the Office of the Under Secretary of Defense (OUSD), Acquisition and Sustainment (A&S) office,” GSA said. “The SCRIPTS BPA will establish a core of multi-component, supply chain risk illumination tools, with associated professional analytic support services, to help mitigate the risk of high vulnerability to fraud, abuse, and adversarial exploitation of the supply chain.”

The BPA aims to give Federal agencies capabilities to vet for “cyber hygiene, supply chain, foreign ownership, control, and influence, vendor vetting and affiliated entity… [that] enable the government to be continuously and dynamically informed on industry supplier health,” GSA said.

As part of this process, GSA will only allow stakeholders with a Multiple Award Schedule (MAS) to send an offer. The agency will also be hosting an industry day on Dec. 12 where the agency will provide further information on questions sent previously about the SCRIPTS BPA.

“The SCRIPTS BPA will provide a total solution approach to leverage commercial industry tools, global database resources, and technical analytic support services with prompt, cost-effective delivery, while capturing economies of scale, and fostering small business markets for sustainable technologies,” GSA said.
