The General Services Administration (GSA) has named Lawrence Hale chairman of the Federal Secure Cloud Advisory Committee (FSCAC) that it launched in early 2023 to follow through on  legislation approved by Congress in 2022 to codify the Federal Risk and Authorization Management Program (FedRAMP) into law.

Hale is GSA’s deputy assistant commissioner in the Office of Information Technology Category Management of the Federal Acquisition Service. He succeeds Ann Lewis – who heads GSA’s Technology Transformation Services (TTS) organization – as head of the committee.

The FedRAMP program is operated by GSA to provide a standardized, government-wide approach to security assessment, authorization, and continuous monitoring for cloud products and services used by Federal government agencies.

The 15-member FSCAC is a key element in advising the FedRAMP program, and guiding it through a list of program-related mandates in the 2022 legislation. “This committee helps ensure effective and ongoing coordination of agencies’ adoption, use, authorization, monitoring, acquisition, and security of cloud computing products and services to help them meet their mission and administrative priorities,” GSA said in announcing Hale’s appointment on May 8.

Other new appointments to the committee include:

  • Josh Krueger, CISO of Project Hosts;
  • Kayla Underkoffler, lead security technologist of HackerOne; and
  • Carlton Harris, SVP of End to End Solutions.

Reappointed to the committee through 2027 is Michael Vacirca, senior engineering manager of Google.

“The inaugural committee has provided great value and insight over the past year to help ensure secure adoption of cloud computing products and services across agencies,” commented GSA Administrator Robin Carnahan.

“We are grateful to all our committee members for bringing their wealth of cloud expertise to help the committee continue equipping agencies with what they need to address ever-evolving threats in order to securely deliver for the American people,” Carnahan said.

GSA said the committee is holding its next public meeting May 20 to talk about its next priorities, and is inviting participants to register for the event.
