The U.S. Marine Corps (USMC) is conducting market research to find innovative and efficient architectures, technologies, processes, and concepts for the continued cloud hosting of the Marine Corps Recruiting Information Support System II (MCRISS II).

In a Dec. 16 request for information (RFI) on Beta.Sam.gov, USMC said the goal of the RFI is to “determine the feasibility of solutions capable of supporting or enhancing the recruiting mission executed by the Marine Corps Recruiting Command (MCRC).”

The Marine Corps is specifically interested in solutions within the following categories that meet their needs:

  • Commercial Cloud Services, including pay-as-you-go software licensing, data hosting, USMC Authorized Impact Level 4 hosting, and Authorized Secure Cloud Computing Architecture (SCCA).
  • Proposed timeline and cost estimate to migrate from its current hosting environment.
  • Proposed timeline and cost to accredit new environment for MCRISS II system based on the Security Requirements Traceability Matric and Moderate, Moderate, Moderate Personal Identifiable Information (PII) and personal health information (PHI) Requirements.
  • Proposed timeline and cost to establish new SCCA or to utilize currently authorized SCCA.

As part of their response, the VA is asking interested parties to provide information on a variety of topics, including:

  • How the solution will protect PII and PHI data;
  • How frequently the responding organization scans or tests for vulnerabilities in their apps and how quickly any identified vulnerabilities are remediated;
  • How the intended solution will comply with the DoD Security Requirements Guide;
  • How the company will be able to obtain and maintain FEDRAMP Level-4 or higher Certification;
  • The company’s experience providing cloud hosting, migrating systems, or accrediting a new environment;
  • How often the solution is enhanced, as well as a product roadmap for the next 12 months at a minimum;
  • The solution’s Continuity of Operations and Disaster Recovery capabilities; and
  • The pricing model for the envisioned solution.

Respondents are asked to submit a rough order of magnitude price estimate for their envisioned solution. Submissions are due Jan. 8, 2021.
