National Cyber Director Harry Coker Jr. today announced the appointment of Harry Wingo as deputy national cyber director, effective next week.

The Office of the National Cyber Director (ONCD) – which Coker took charge of in December 2023 following Senate confirmation of his nomination – was created by Congress in 2021 to advise the president on cybersecurity strategy and policy.

The ONCD has since spearheaded security policy initiatives including the National Cybersecurity Strategy published in March 2023, and a government-wide implementation plan for the strategy released in July of last year.

Coker said in a statement today that he is excited to welcome Wingo to the ONCD, and that “Harry’s lifetime of leadership will greatly contribute to our team’s mission to advance our nation’s security, economic prosperity, and technological innovation through cybersecurity policy leadership.”

Wingo’s specific portfolio at ONCD is not immediately clear – the office has several deputy national cyber director positions currently. Jake Braun, the office’s acting principal deputy national cyber director, stepped down in late June to return to academia.

Wingo is a U.S. Navy SEAL veteran who has been an assistant professor in cybersecurity studies at the National Defense University since 2016.

Before that, he was president and CEO of the DC Chamber of Commerce and founder of the West River Solutions LLC consulting firm.

From 2008 to 2013, Wingo was a policy counsel at Google’s Washington office, and manager of its veteran community programs.

He also was counsel to the Senate Commerce, Science, and Transportation Committee from 2005 to 2007, and from 2002 to 2004 was special counsel in the Office of the General Counsel at the Federal Communications Commission.
